If God does not draw all, isn't that quite an excuse that contradicts Romans 1:20? Wouldn't the excuse clearly be "I did not come because I was not drawn?"

If God is Deterministic and causes all things, good and Evil. How does that mesh with Jeremiah 19:5 and James 1:13?
