God's Sovereignty

God's sovereign rule means that he is the rightful King of creation, is never threatened or surprised, and can accomplish his purposes without needing to determine every human choice or event.

Expanded explanation

God is never off his throne. Nothing can ultimately defeat his purposes, and no creature can place him under obligation. The disagreement concerns what kind of rule God's sovereignty involves. A king can remain fully sovereign while permitting subjects to make real choices and while responding to those choices. God's ability to overrule or use an event does not prove that he caused the event in the same way he causes a deliberate act of his own.

This distinction matters because the debate is often framed as though God's sovereignty and meaningful human choice are opposites. That framing assumes the conclusion. The biblical question is how God's rule, human responsibility, permission, judgment, and providence fit together.
